I. DUTIES AND RESPONSIBILITIES OF THE DIRECTOR OF LANDS AND MINES UNIT (DILAM)

-Elaborate policies, legislations  and strategy papers related to the Lands, Mining, Geology  and quarries and evaluate their implementation;

- Elaborate Annual  Action  Plans, Budgets and reports for  the sub sector of  Lands and Mining;

-In collaboration with affiliated agencies and planning department, advise on the smooth implementation of Annual Action Plan for  Lands and Mining sub sectors;

- Advise on the effective and efficient implementation of the sub sector programmes and assess their contribution towards the realization of long term country Vision 2020, MDG’s and EDPRS;

-Ensure  good working relations and partnership with various Actors from Public and Private Sectors  as well as specialized research institutions operating in the field of  Lands and Mining;

-Ensure effective implementation of resolutions and decisions formulated during top leaders’meetings, retreats and Fora in relation to the Administration of  Lands and Mining ;

-Draft memoranda of cooperation between the Ministry and various Partners in the field of  Lands ,Mining and Geology;

-Monitor and advise the Ministry on matters arising from the implementation of various regional and international agreements and conventions signed and ratified by Rwanda in the field of  Lands and Mining Administration;

-Advise the Ministry on the appropriate mechanism for collecting and managing statistical data in the field of Lands, Mining, Geology and Quarries;

-Supervise the working of staff under his/her supervision and appraise their performance and productivity on regular basis

II. DUTIES AND RESPONSIBILITIES OF THE DIRECTOR OF ENVIRONMENT AND FORESTRY UNIT ( DEFOR)

-Elaborate policies, legislations  and strategy papers related to the Environment, Water Resources and Forestry and evaluate their implementation;

- Elaborate Annual  Action  Plans, Budgets and reports for  the sub sector of Environment, Water Resources and Forestry;

-In collaboration with affiliated agencies and planning department, advise on the smooth implementation of Annual Action Plan for Environment, Water Resources and Forestry sub sectors;

-Advise on the effective and efficient implementation of the sub sector programmes and assess their contribution towards the realization of long term country Vision 2020, MDG’s and EDPRS;

-Ensure  good working relations and partnership with various Actors from Public and Private Sectors  as well as specialized research institutions operating in the field of Environment, Forestry, Water Resources and Hydrology;

III. DUTIES AND RESPONSIBILITIES OF THE DIRECTOR OF PLANNING, MONITORING AND EVALUATION UNIT WITHIN MINIRENA (DPME)

  1. Coordinate the elaboration of  sector policies, legislations and strategy papers related to the Lands, Environment , Forestry, Water Resources and Mines;
  2. Ensure coordination and elaboration of Annual  Action  Plans and Budgets for the Ministry;
  3. Compile and consolidate all quarterly and annual progress reports required and submit them on time
  4. Ensure monitoring and evaluation of the implementation of Annual Action Plan and advise accordingly;
  5. Asses and report on the whole sector policies and programmes are contributing towards the realization of long term country Vision 2020, MDG’s and EDPRS;
  6. Review the existing sector performance indicators and advise on how they can be improved to better measure the stated sector policy  goals and objectives;
  7. Ensure good working and functioning of SWAp and SWG members in a coordinated manner and organize related meetings;
  8. Monitor the interventions of private sector actors operating in the field of Environment and natural resources sector and assess their impact on the sector performance;
  9. Compile the progress reports on the implementation of resolutions and decisions formulated during top leaders’meetings, retreats and Fora in relation to the Environment and Natural Resources;
  10. Advise the Ministry on the appropriate mechanism for collecting and managing statistical data in the field of Environment and natural resources sector;
  11. Supervise the working of staff under his/her supervision and appraise their performance and productivity on regular basis
